The NSW Biodiversity Strategy

Towards a new Biodiversity Strategy

The Department of Environment and Climate Change (DECC) and the Department of Primary Industries (DPI) invite public submissions on A new Biodiversity Strategy for New South Wales - Discussion Paper. The release of this Discussion Paper is the first step towards developing a new Biodiversity Strategy for New South Wales.

The Discussion Paper covers a wide range of issues associated with terrestrial, aquatic and marine biodiversity. It aims to inspire discussion and feedback on how together we can build on progress to date, to safeguard our biodiversity and our productive environment well into the future.

A series of guiding questions are posed throughout the document to help frame your response. These questions are summarised below.

DECC and DPI will consider all submissions and may invite further public involvement during the development of a new Biodiversity Strategy. The NSW Government anticipates that the draft NSW Biodiversity Strategy will be released for public exhibition in 2009.

Submissions will be most useful if they provide reasons for concern, give support where appropriate, or offer new information and/or constructive suggestions. There is no prescribed format or limit on size for submissions, but ideally they should respond to the guiding questions posed.

Your answers to the following questions will help us determine where we need to focus more effort, and will help in responding to your feedback quickly.

  1. Do you consider the goals and guiding principles in Chapter 2 appropriate for achieving biodiversity conservation in NSW?
  2. Do you agree with the key fundamentals for biodiversity conservation (and the related objectives and key directions) in Chapter 3?
  3. Objectives and key directions:
    1. Do you agree with the range of objectives and key directions presented in each chapter?
    2. Do you have any alternatives or additions?
  4. Reporting arrangements:
    1. Do you agree that the proposed arrangements for reporting on implementation will be effective in monitoring and evaluating the delivery of the Biodiversity Strategy goals, objectives and key directions?
    2. Do you have any alternative reporting arrangements?
  5. Landscape planning and management:
    1. What do you think about the landscape planning and management model proposed in Chapter 3? In particular what do you consider to be the advantages and disadvantages of using differing scales and boundaries and their value for:
         
      1. improving integration and focus
      2. ensuring public and private investment in biodiversity conservation is directed to priority actions and priority locations.
    2. How best can we involve landholders and local communities, including Aboriginal communities?
    3. Do you think that any plans produced through the proposed landscape planning and management model should be publicly exhibited (like the exhibition of the new Biodiversity Strategy) once they have reached the draft stage?
  6. Please provide further comment (list specific or other comments according to the appropriate reference, so that you either follow the reference number below (6a, 6b, etc.) or follow the chapter reference and name in the discussion paper), specifically in relation to your views on:
    1. those knowledge and information issues that are a priority for biodiversity conservation in NSW
    2. the best ways that we could improve involvement of Aboriginal people in biodiversity management on public and private land
    3. successfully building community awareness, involvement and partnerships to protect biodiversity
    4. effective ways to address biodiversity adaptation to climate change
    5. how to manage invasive species that threaten NSW's biodiversity
    6. effective ways to conserve NSW's terrestrial, aquatic, coastal and marine biodiversity and genetic diversity
    7. any other issues that you believe need to be addressed in the new Biodiversity Strategy
